Plant and compute surface in a single operator picture rather than two consoles staffed by two teams.

One philosophy

Alarm priority and response expectations are consistent across both facilities, which is a prerequisite for a shared rotation.

ROTATION

Shared on-call

A single qualified rotation covers both. That is the actual operating-cost argument for co-location.

COMPETENCE

Cross-training defined

Required competencies for a combined operator are specified, since this role does not exist in either industry today.
